SUBJECT: Transmittal of “Statement of Administrative Impact” for the Promulgation of an Amendment to the Licensure Regulations for School Personnel Regarding Awareness Training on the Indicators of Dyslexia and Notice of the Effective Date of the Regulations

The 2016 Virginia General Assembly passed House Bill 842 that amended Section § 22.1-298.1This link takes you out of the Virginia Department of Education website of the Code of Virginia.  Every person seeking initial licensure or renewal of a license shall complete awareness training, provided by the Department of Education, on the indicators of dyslexia, as that term is defined by the Board pursuant to regulations, and the evidence-based interventions and accommodations for dyslexia.  This requirement becomes effective on July 1, 2017.

The Board of Education Licensure Regulations for School Personnel have been amended to conform to the Code of Virginia.  The revised licensure regulations will become effective January 25, 2017. 

As part of its responsibility for promulgating new regulations or revising existing regulations, pursuant to § 22.1-17This link takes you out of the Virginia Department of Education website of the Code of Virginia, the Board of Education (Board) is required to develop a statement of the administrative impact and projected cost to school divisions related to implementing and complying with such regulations.  In addition, the Board and the Department of Education are required to send a copy of the statement to each division superintendent.  The amendment to the Licensure Regulations for School Personnel was made to conform to the statute.  By spring, the Department of Education will provide the online training.  The administrative costs for school divisions related to the amendment in this regulatory action will be the human resources needed to track and report the completion of this requirement to the Department of Education for individuals seeking or renewing a license.
