Establishing a Policy for the Donation to Public School Students of Obsolete Educational Technology Hardware and Software Replaced by Local School Boards

WHEREAS, the 2000 General Assembly adopted House Bill 805 to authorize local school boards to donate obsolete educational technology hardware and software which is being replaced to public school students, as provided in Board of Education guidelines; and
WHEREAS, the Board of Education has adopted Standards of Learning for the acquisition of computer and technology knowledge and skills; and
WHEREAS, the Board of Education supports the incorporation of technology and technological studies within the teaching of all disciplines and throughout the curriculum;
NOW, THEREFORE, BE IT RESOLVED by the Board of Education that the following guidelines be adopted:
Local school boards may donate replaced obsolete computer hardware and software to public school students, based on both student academic need and family economic resources;
An initial pool of eligible students should be established from schools that are recipients of Title I funds;
The criteria to determine student eligibility and need for the receipt of donated replaced hardware and software may be locally determined criteria established by a school division to provide specific services to students who are at risk of not meeting state student academic performance standards;
A local school division using this criteria may apply it to select students from division schools that do not receive Title I funds if computer equipment and software programs are still available for distribution after donation to academically needy students in the Title I schools in the division;
An information system should be established and maintained by the local school division to enable reporting of data about the donation program’s implementation, including the number and socioeconomic characteristics of recipient students, such as eligibility for free lunch and academic performance; and
Parents should be notified about the opportunity for students to receive educational hardware and software by the school principal or the division superintendent.
