Superintendent's Memo #140-09, dated May 19, 2009, notified school divisions that state payments for Basic Aid were to be prorated due to actual March 31, 2009, average daily membership (ADM) exceeding the projected ADM on which the appropriations in Chapter 781, 2009 Acts of Assembly, were based. Since that time, the Department of Education (the Department) has identified balances available in other Direct Aid to Public Education program budgets sufficient to eliminate a proration to Basic Aid. As a result, fiscal year 2009 state payments to school divisions for Basic Aid will reflect the full entitlement amount with no proration.
The Department has revised the Excel entitlement file referenced in Superintendent's Memo #140-09 to reflect the elimination of the Basic Aid proration. This entitlement file can be downloaded from the Department of Education Web site at: http://www.doe.virginia.gov/VDOE/Finance/Budget/calctools.html
Attachment A to this memorandum provides detailed instructions for accessing the Excel entitlement file.
Attachment B to this memorandum shows the final fiscal year 2009 state payments for each school division for the Standards of Quality (SOQ), school facilities, incentive, and Lottery accounts that are based on actual March 31, 2009, ADM.
