2008-2009 Title VI, Part B, Subpart 2, Rural and Low-Income School Program Entitlements Under Provisions of the No Child Left Behind Act of 2001, Public Law 107-110

 

Attached are the 2008-2009 Title VI, Part B, Subpart 2, Rural and Low-Income School Program federal allocations for school divisions that qualify based upon the following eligibility criteria specified in the law: 1) 20 percent or more of the children ages 5-17 years served by the division are from families with incomes below the poverty line, and 2) all public schools in the division have a locale code of 6, 7, or 8. 

 

These locale codes are assigned to schools according to U.S. census data used by the National Education Data Resource Center. The definitions are listed below.

 

Locale code “6” - A school is located in a place that is outside of a Metropolitan Statistical Area (MSA) and has a population of at least 2,500 persons but fewer than 25,000 persons.

Locale code “7” – A school is located in a place that is outside of a MSA and has a population of fewer than 2,500 persons.

Locale code “8” - A school is located in a place that is inside a MSA and has a population of fewer than 2,500 persons.

 

Based upon these criteria, the following school divisions are eligible for the Rural and Low-Income School Program funds for the 2008-2009 program year:

Accomack County         Brunswick County

Buchanan County         Buckingham County

Charlotte County        Town of Colonial Beach

Cumberland County       Dickenson County

Franklin City           Galax City

Grayson County          Lancaster County

Lee County              Lunenburg County

Martinsville City       Mecklenburg County

Northampton County      Norton City

Nottoway County         Prince Edward County   

Russell County          Sussex County     

Tazewell County         Waynesboro City        

Wise County

 

The 2008-2009 grant funds are allocated to the eligible divisions above on a prorated basis using Average Daily Attendance (ADA).  These funds may be used in any of the following areas:

 

  1. Teacher recruitment and retention, using signing bonuses;
  2. Professional development for teachers;
  3. Educational technology;
  4. Parental involvement activities;
  5. Activities authorized under Title I, Part A, Improving Basic Programs;
  6. Activities authorized under Title III, Part A, Limited English Proficient students; and
  7. Activities authorized under Title IV, Part A, Safe and Drug-Free Schools.

 

The Title VI, Part B, Subpart 2, allocation is available through the reimbursement process as of July 1, 2008.  However, if the application was submitted after July 1, 2008, these funds will be available on the date the application was received in OMEGA.

 

Upon receipt of an approvable application by the Virginia Department of Education, the school division will receive an e-mail with instructions to log onto the Online Management of Education Grant Awards (OMEGA) System to review the grant award notifications. Budgets will be distributed in OMEGA based on approved applications.  Questions regarding this process should be sent to OMEGA SUPPORT at omega.support@doe.virginia.gov or call (804) 371-0993.

 

If the school division has already received approval for  Title VI, Part B, Subpart B, in the 2008-2009 consolidated or individual application, please amend the application to reflect the current allocation as identified in the attachment.  If the school division has not submitted a Title VI, Part B, Subpart 2, application, it will need to submit an individual application to receive the funds even if the school division has an approved consolidated application for other funds.
