All eligible school divisions, regardless of participation, are required to provide eligibility and participation data and application for the Virginia Preschool Initiative to provide quality preschool education, health services, social services, parental involvement, transportation and other services to at-risk 4-year-olds.

School divisions seeking to participate in the Early Intervention Reading Initiative, providing services to K-3 students, are required to submit documentation regarding the diagnostic screening tool they will use and their intent to participate in the program.
