All eligible school divisions, regardless of participation, are required to provide eligibility and participation data and application for the Virginia Preschool Initiative to provide quality preschool education, health services, social services, parental involvement, transportation and other services to at-risk 4-year-olds.

The Virginia Preschool Initiative distributes state funds to schools and community-based organizations to provide quality preschool programs for at-risk four-year olds unserved by Head Start. For funding purposes, school divisions providing programs for at-risk 4-year-olds are required to report information on the services offered and the results of those services.
