The First Year Administrator flag tells if an administrator has less than one year full-time experience in their current role in a public or an accredited non-public school. Unlike the First Year Teacher flag, an administrator can have a “Y” multiple times in their career if they switch administrative roles. For example, if an administrator was an Assistant Principal last year and has been promoted to Principal for the 2016-17 school year, that administrator would have a “Y” in the First Year Administrator Flag since the administrator took on a new role. Only administrators with a role code of “8” should have a “Y” in this field. Other school personnel in the G Record with a role code of “7” will always have an “N” in this field.
School personnel who are licensed but are not direct instruction teachers should be reported in the G Record. Pupil personnel include guidance counselors, school psychologists, testing coordinators, ITRTs, and specialists, among others, who are based at the school level. Administrators include principals, associate principals, assistant principals, deans of students, and activity directors, among others, who serve at a school. If an individual serves more than one school, report that individual with the same position at each of the schools. However, if the personnel is division based (or housed at central office), then you would not need to report the person on the MSC. These personnel would be reported in the IPAL Survey.

Dual Enrollment courses should be coded with their course content now instead of as just a general Dual Enrollment course. For example, if your students are taking a Dual Enrollment Oceanography course with the local community college, you would use the Oceanography SCED code, which is 03005. In the F Record, you would make sure to code the Dual Enrollment flag as a “Y” for the students who are taking that class for dual enrollment.
The Virginia Extended Description is a new element this year created to decipher between courses that have the same SCED code. The Virginia Extended Description is blank for some fields (where there is only one course aligned to that SCED code) and required for other fields (like CTE fields that are leveled or have certain week designations). Please use the SCED crosswalk to identify if you need an Extended Description for your code. If you do not have an Extended Description for a SCED code that requires one, you will get a fatal error in your submission.
