February 29, 2012 – The Federal Assurances Packet has been added to the available information for the Adult Education and Family Literacy Act (AEFLA) grant for 2012-13.
Federal Adult Education and Family Literacy Act (AEFLA) Competitive Grant, 2012-2013
In the spring of 2012, VDOE will conduct a new competition for Virginia's allocation of federal ABE funds authorized under Section 222 (a)(1) of the Workforce Investment Act of 1998 (WIA). The funds are for use during the state fiscal year that begins on July 1, 2012.
This competition will require prospective eligible providers, as defined in WIA , to submit new plans for delivering adult education and literacy services with their grant application materials. More information will be posted as the application opening date approaches.
- October 7, 2011 – New information is available regarding the 2012 competition for federal Adult Basic Education (ABE) funding. Please see Superintendent’s Memorandum #284-11 for the new information.
- January 21, 2011 – Begin preparing now for 2012-2013 Federal Adult Basic Education (ABE) Awards competition. See Superintendent’s Memo #013-11.

Memoranda of Understanding (MOU)
Developing linkages and partnerships to enhance and expand the opportunities for adult learners across the Commonwealth is a core concept for building a successful delivery system for adult education and literacy services, and a clear and strong memorandum of understanding (MOU) between partners is a critical component of any proposed plan to provide these services. Below are documents which may be helpful for understanding and constructing effective MOUs. They are presented as examples only and do not represent an approved or required model.

Current Funding by Program
The Office of Adult Education makes funds available for grants to support adult basic education and literacy workforce development activities. Funding is provisional and dependent on passage of a new Congressional budget and approval of the OAEL state plan. Additional state funds are used to supplement federal grants. Various grants and positions require written reports identifying progress or end of year (EOY) performance.
