Applications for NCLB and ARRA Funding; ARRA Funds for Early Childhood Education
ARRA INFORMATION FROM STATE SUPERINTENDENT PATRICIA I. WRIGHT
Several 2009-2010 funding streams for the American Recovery and Reinvestment Act (ARRA) coincide with Titles of The No Child Left Behind Act of 2001. Superintendent's Memo #110-09, dated April 24, 2009, announced the availability of applications that address these areas jointly. Applications for the 2009-2010 NCLB funds contain sections necessary to apply concurrently for ARRA funds under the following Titles:
- Title I, Part A, Improving Basic Programs Operated by Local Educational Agencies;
- Title I, Part D, Subpart 2, Prevention and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk; and
- Title II, Part D, Enhancing Education Through Technology.
The applications are now available on the Department of Education's Website at: /VDOE/instruction/ocp/nclb-applications.html.
The Department will provide guidance for school divisions in completing the 2009-2010 applications through Web-based technical assistance modules and an audio conference. The follow-up audio conferences will be held on Wednesday, May 6, 2009, from 9:30 a.m. to 11 a.m. and 2 p.m. to 3:30 p.m. The toll-free call-in number is (866) 842-5779 and the conference code is 8042252869.

Use of ARRA Education Funds for Early Childhood Programs
The ARRA funds constitute a large increase in Title I, Part A, funding that will likely not be available at the same level beyond September 30, 2011. In its ARRA conference report, Congress indicated an interest in the use of some Title I funds for early childhood programs and activities. The Virginia Department of Education has added to its ARRA Website a guidance document that provides some suggested ways that ARRA Title I, Part A, funds might be used in support of early childhood education: /school_finance/arra/title1_part_a/early_childhood.pdf (PDF).
