American Recovery and Reinvestment Act of 2009 (ARRA) Website
ARRA INFORMATION FROM STATE SUPERINTENDENT PATRICIA I. WRIGHT
The Virginia Department of Education has updated its American Recovery and Reinvestment Act of 2009 (ARRA) Website to include the fiscal year 2009 calculations used to assess divisions' compliance with the federal Maintenance of Effort requirement for Title I. The information in this document applies to both the fiscal year 2009 regular Title I grants and the fiscal year 2009 ARRA Title I grants.
Section 9521 (a) of the Elementary and Secondary Education Act (ESEA) provides that an LEA may receive funds under Title I, Part A for any fiscal year only if the SEA finds that either the combined fiscal effort per student or the aggregate expenditures of the LEA and the State with respect to the provision of free public education by the LEA for the preceding fiscal year was not less than 90 percent of the combined fiscal effort or aggregate expenditures for the second preceding fiscal year. Eligibility for fiscal year 2009 Title I funds was determined based on the combined local and state expenditures in fiscal year 2008 as compared to fiscal year 2007 as reported on the Annual School Report.
