Levels of Recognition
Based on criteria and guidelines adopted by the Board of Education, July 2007.

Governor’s Award for Educational Excellence
To earn a Governor’s Award for Educational Excellence, eligible schools and divisions were required to earn a minimum of 80 VIP points and meet the following educational goals:
- Percentage of students passing the Grade 3 state reading assessment met or exceeded 95 percent. If an elementary school did not have a third grade, achievement on the next highest grade level was applied.
- Percentage of students enrolled in Algebra I by grade 8 at least 45 percent.
- Percentage of high school students enrolled in one or more AP, IB, or dual enrollment courses at least 25 percent.
- Number of career and technical industry certifications, state licenses, or successful national occupational assessment credentials earned by high school students increased annually or relative to enrollment.
- Percentage of high school graduates earning an Advanced Studies diploma out of the total number of diplomas awarded at least 57 percent (state goal)
- For school divisions only: The eligible school division participated in the Virginia Preschool Initiative
Board of Education Excellence Award
To earn a Board of Education Excellence Award, eligible schools and divisions were required to earn a minimum of 80 VIP points.
Board of Education Competence to Excellence Award
To earn a Board of Education Competence Excellence Award, eligible schools and divisions were required to earn a minimum of 75 VIP points.
Board of Education Rising Star Award
To earn a Board of Education Rising Award, schools and divisions were required to be eligible for VIP and demonstrate significant improvement over performance during the previous year.

Calculating Points
Schools and school divisions earned VIP points on a index calculated on all statewide assessments with the following weights:
- Advanced proficient: 100
- Proficient: 75
- Basic: 25
- Fail: 0
The weighted index was applied to all assessments taken in the school or division using the following formula:
(Advanced Proficient tests x 100) + (Proficient tests x 75)+(Basic tests x 25) |
Bonus Points
Schools and divisions earned up to five VIP Bonus Points based on the following criteria (one point for each criterion met unless otherwise indicated):
- Increase the percentage of third graders reading on grade level (95 percent state goal) – three points;
- Increase the percentage of students enrolled in Algebra I by grade 8 (45 percent state goal) – two points;
- Increase the percentage of high school students taking Advanced Placement, International Baccalaureate, and dual enrollment courses (25 percent state goal);
- Increase the number of career and technical industry certifications, state licenses, or successful national occupational assessment (15,000 state goal);
- Increase the percentage of high school graduates earning an Advanced Studies Diploma (57 percent state goal);
- Increase the percentage of students who receive a high school diploma recognized by the Board of Education (80 percent state interim target).
- Increase the percentage of schools that are fully accredited and making Adequate Yearly Progress (divisions only; 100 percent state goal);
- Increase the percent of at-risk four-year-olds who are being served by the Virginia Preschool Initiative (divisions only; 100 percent state goal);
- Increase the percentage of students in each student subgroup achieving at higher levels of proficiency on state assessments;
- Increase the percentage of students maintaining literacy proficiency throughout their adolescent years (95 percent state goal);
- Increase the percentage of schools offering foreign language instruction in the elementary grades; and
- Increase participation in the Governor’s Nutrition and Physical Activity Scorecard Awards Program.
