2010-2012 VIP Awards Criteria

Governor’s Award for Educational Excellence
In order to earn a Governor’s Award for Educational Excellence, eligible schools and school divisions with a graduating class must:- Earn a minimum of 80 VIP Base Points, in each of the following content areas:
- English/reading (combined reading and writing)
- Mathematics
- Science
- History/Social Science; and
- Meet or exceed the following VIP excellence criteria for the Governor’s Award for Educational Excellence:
- Percentage of students passing the grade-three state reading assessment meets or exceeds 95 percent. If an elementary school does not have a third grade, achievement on the next highest grade-level reading assessment is applied.
- Percentage of students enrolled in Algebra I by grade eight meets or exceeds 45 percent.
- Percentage of high school students enrolled in one or more AP, IB, or dual enrollment courses meets or exceeds 25 percent.
- Number of career and technical industry certifications, state licenses, or successful national occupational assessment credentials earned by high school students increases annually or relative to enrollment.
- Percentage of high school graduates earning an Advanced Studies diploma out of the total number of diplomas awarded meets or exceeds 57 percent (state goal)
- Meet or exceed the state goal for on-time high school graduation rate, currently established at 80 percent; and
- Have a dropout/unconfirmed rate of 10 percent or less.
Board of Education Excellence Award
To earn a Board of Education Excellence Award, eligible schools and divisions must meet the following criteria:- Earn a minimum of 80 points in EACH of the following content areas:
- English/reading (combined reading and writing)
- Mathematics
- Science
- History and Social Sciences; or
- Achieve a minimum of 80 index points in each content area using the total number of VIP Bonus Points earned through the program to meet the minimum of 80 total VIP points in each content area; and
- Meet or exceed the state goal for on-time high school graduation rate, currently established at 80 percent on the Governor’s scorecard; and
- The combined percent of cohort students who dropped out or have unconfirmed status is 10 percent or less.
Board of Education Competence to Excellence Award
To earn a Board of Education Competence to Excellence award, eligible schools and divisions must meet the following criteria:- Earn a minimum of 75 VIP points in each of the following content areas:
- English/reading (combined reading and writing)
- Mathematics
- Science
- History and Social Sciences; or
- Achieve a minimum of 75 index points in each content area using the total number of VIP Bonus Points earned through the program to meet the minimum of 75 total VIP points in each content area; and
- Meet or exceed the state goal for on-time high school graduation rate, currently established at 80 percent on the Governor’s scorecard; or
- Have a combined percent of cohort students who dropped out or have unconfirmed status of 10 percent or less.
Board of Education Rising Star Award
To earn a Board of Education Rising Star Award, eligible schools and divisions must meet the following criteria:- Demonstrate significant improvement in the VIP index in each academic content area in which they earn less than 75 index points:
- English/reading (combined reading and writing)
- Mathematics
- Science
- History and Social Sciences; and
- Meet or exceed the state goal for on-time high school graduation rate, currently established at 80 percent on the Governor’s scorecard; or
- Have a combined percent of cohort students who dropped out or have unconfirmed status of 10 percent or less.

Calculating Points
Schools and school divisions earn VIP points on index calculated on all statewide assessments with the following weights:
- Advanced proficient: 100
- Proficient: 75
- Basic: 25
- Fail: 0
The weighted index is applied to all assessments taken in the school or division. Separate base scores are calculated for each content area – English, mathematics, science, and history/social science – using the following formula:
(Advanced Proficient tests x 100) + (Proficient tests x 75)+(Basic tests x 25) |
Bonus Points
Schools and divisions may earn additional index points based on the following criteria (one point for each criterion met unless otherwise indicated):
- Increase the percentage of third graders reading on grade level (95 percent state goal) – three points;
- Increase the percentage of students enrolled in Algebra I by grade 8 (45 percent state goal) – two points;
- Increase the percentage of high school students taking Advanced Placement, International Baccalaureate, and dual enrollment courses (25 percent state goal);
- Increase the number of career and technical industry certifications, state licenses, or successful national occupational assessment (15,000 state goal);
- Increase the percentage of high school graduates earning an Advanced Studies Diploma (57 percent state goal);
- Increase the percentage of students who receive a high school diploma recognized by the Board of Education (80 percent state interim target).
- Increase the percentage of schools that are fully accredited and making Adequate Yearly Progress (divisions only; 100 percent state goal);
- Increase the percent of at-risk four-year-olds who are being served by the Virginia Preschool Initiative (divisions only; 100 percent state goal);
- Increase the percentage of students in each student subgroup achieving at higher levels of proficiency on state assessments;
- Increase the percentage of students maintaining literacy proficiency throughout their adolescent years (95 percent state goal);
- Increase the percentage of schools offering foreign language instruction in the elementary grades; and
- Increase participation in the Governor’s Nutrition and Physical Activity Scorecard Awards Program.
