Under the powers delegated to it by the General Assembly and by federal laws and regulations, the Virginia Board of Education promulgates and adopts regulations concerning educational programs in areas that include pupil transportation in public schools (Chapter 70 of the State Board of Education Regulations). 2009 Proposed Revisions to the Regulations Governing Pupil Transportation
The Board of Education is in the process of revising its Regulations Governing Pupil Transportation.
- The Regulations Governing Pupil Transportation were published in the Virginia register in August 2009.
- They were posted on the Town Hall and VDOE website for a 60-day comment period from August 17 - October 16, 2009.
- Following a review of comments, revised Regulations Governing Pupil Transportation were presented to the Board of Education on May 27, 2010. The board approved the posting of these revisions for a 30-day comment period. The comment period is now closed.

- The proposed Regulations Governing Pupil Transportation are continuing through the Administrative Process Act requirements. The Board of Education approved the proposed changes; however, the proposed regulations must be reviewed by the Department of Planning and Budget, Secretary of Education and the Governor’s Office before they are finalized.
