Performance & Evaluation
The Board of Education is required to establish performance standards and evaluation criteria for teachers, principals and superintendents to serve as guidelines for school divisions to use in implementing educator evaluation systems. The Code of Virginia requires (1) that teacher evaluations be consistent with the performance objectives (standards) included in the Board of Education’s Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers, Administrators, and Superintendents and (2) that school boards shall develop procedures in evaluating instructional personnel that address student academic progress.
2011 Board of Education Teacher Performance Standards & Evaluation Criteria
On April 28, 2011, the Board of Education approved the revised documents, Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers and the Virginia Standards for the Professional Practice of Teachers. The guidelines and standards will become effective on July 1, 2012; however, school boards and divisions are authorized to implement them prior to July 1, 2012.
The Guidelines for Uniform Performance Standards and Evaluation Criteria set forth seven standards for all Virginia teachers. The model recommends that 40 percent of teachers’ evaluations be based on student academic progress, as determined by multiple measures of learning and achievement, including, when available and applicable, student-growth data from VDOE. Standards related to professional knowledge, instructional planning, instructional delivery, assessment of and for student learning, learning environment and professionalism each account for ten percent of the evaluation and performance rating within the model.

Standards for the Professional Practice of Teachers
Teaching standards provide a conceptual model for effective teaching and establish a foundation upon which all aspects of teacher development from teacher education to induction and ongoing profession development can be aligned. The standards also can assist teachers in reflecting on their teaching practice and its impact on student learning. The document serves as a resource for school divisions in the implementation of the Board of Education’s performance standards and evaluation criteria for teachers and for colleges and universities in teacher preparation.

Teacher Evaluation Training Materials
These training materials were developed for the 2011-2012 performance pay pilot schools. The training materials are intended to help school divisions in aligning their current evaluation systems with the newly revised Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers. Additionally, the training materials provide practice in implementing a teacher evaluation system that is aligned with the Guidelines through simulations and activities. Based on the implementation of the teacher evaluation system by pilot schools, there may be revisions to these training materials.

2012 Board of Education Principal Performance Standards & Evaluation Criteria
On February 23, 2012, the Board of Education approved the revised document, Guidelines for Uniform Performance Standards and Evaluation Criteria for Principals. The guidelines and standards will become effective on July 1, 2013; however, school boards and divisions are authorized to implement them prior to July 1, 2013.
The Guidelines for Uniform Performance Standards and Evaluation Criteria set forth seven standards for all Virginia principals. The model recommends that 40 percent of a principal’s evaluation be based on student academic progress, as determined by multiple measures of learning and achievement, including, when available and applicable student-growth data from VDOE. Standards related to instructional leadership, school climate, human resource management, organizational management, communication and community relations, and professionalism each account for ten percent of the evaluation and performance rating within the model.

2000 Board of Education Evaluation Guidance
The 2000 Guidelines for Uniform Performance Standards and Evaluation Criteria for Teachers, Administrators and Superintendents provides a framework for school divisions to use to develop evaluation criteria for teachers, administrators including instructional central office personnel and principals, and division superintendents. The document will remain available as a teacher evaluation resource for school divisions until July 1, 2012, the effective date of the revised performance standards and evaluation criteria. The guidelines for uniform performance standards and evaluation criteria for principals and superintendents that were approved on January 6, 2000, will continue to be effective until revisions are presented and approved by the Board of Education.
