Virginia Substitute Evaluation Program (VSEP)
The Virginia Substitute Evaluation Program (VSEP) is an alternative method of assessing students who by the nature of their disability are unable to participate in the Standards of Learning (SOL) assessments even with testing accommodations. The VSEP provides eligible students with the opportunity to earn the requisite verified credits for a standard or advanced studies diploma or to meet the requirements of a modified standard diploma through non-traditional means.

VSEP Scoring & Performance Reports
VSEP course work compilations are scored by VDOE’s assessment contractor. Scorers are familiar with the course content being assessed and the characteristics of the submitting students. Scorers focus on the content area being assessed and the evidence presented in the course work compilation. The VSEP rubric, rubric addendum, scoring rules and appeals process are available in Section 7 of the VSEP Implementation Manual (PDF).

Parents receive VSEP performance reports after each assessment administration. These reports include scores for each test taken, overall proficiency levels and information about achievement in reporting categories comprising related content or skills.
