Service of Process

Effective Monday December 1, 2025, service of process of subpoenas and other court documents on the Department, the Board, the Superintendent of Public Instruction, and individual VDOE employees or Board members will be accepted Monday through Friday from 9 a.m. to 3:30 p.m., at the 1st Floor Security Desk of 701 East Franklin St, Richmond, VA 23219. 

Upon arrival, process servers must notify the onsite security guard of the purpose of their visit and wait until VDOE staff come to the first floor. 

Please note that service of process by email or mail is not accepted.
