ADMINISTRATIVE

  In accordance with Sections 22.1-188 through 22.1-198 of the
  Code of Virginia, certification is requested that insurance
  containing the required coverage has been obtained for all
  vehicles to be used in transporting school children and
  school personnel during the period July 1, 1996 through June
  30, 1997.  
  
  The amounts of insurance coverage under the uninsured
  motorist clause shall be equal to, but not exceed, the
  limits of the liability insurance afforded by such policy,
  unless the insured rejects such additional uninsured
  motorist insurance coverage by notifying the insurer as
  provided in Section 38.2-2202, Part B, Code of Virginia. 
  Based on previous interpretations, the minimum uninsured
  motorist coverage of $50,000/$200,000/$20,000 would prevail
  if the school board declines the higher limits.
  
  Following the practice adopted previously, the EB.010
  certificate requires the signature of the Division
  Superintendent, the name of each insurance company, and the
  signature of its agent.  The Chairman or Clerk of the
  Committee for Control of jointly owned schools holding title
  to or contracting for operation of vehicles used to
  transport pupils should submit certificates in the name of
  the Committee.  Those school divisions utilizing a self
  insurance plan should submit copies of Form EB.011, which
  provides for the attachment of a copy of the Self-Insurance
  Certificate or a statement from the issuing agency that such
  certificate is in effect.

  Special attention is directed to provisions of Section 22.1-191
  concerning the date by which such insurance shall be
  secured and certified.  Compliance with these requirements
  is mandatory before any state school funds can be
  distributed after August 1, 1996 (Sections 22.1-189, 191 and
  197).  The Department urges you to initiate the procurement
  process in time to finalize the insurance contract by the
  end of July, 1996.  In addition, you should ensure that the
  contract contains coverages required for all days operated
  during the entire 1996-97 school year.
  
  Form EB.010 or Form EB.011 should be completed in
  triplicate; one copy to be retained by you, one copy for the
  insurance agent, and one copy returned to Dr. Barbara V.
  Goodman, Associate Director, Pupil Transportation Service,
  by August 1, 1996.  Three copies of these forms are enclosed
  and additional copies will be provided upon request.

     This is to certify that insurance containing the
  coverage required under Sections 22.1-188 through 22.1-198
  and 38.2-2206 of the Code of Virginia, as severally amended,
  has been secured by the School Board or Committee For
  Control for every vehicle operated at public expense to be
  used by this County, City, Town, School Board, or Joint
  School in transporting school pupils and personnel.  This
  coverage is effective for all days the vehicles will be in
  operation during the entire school year 1996-97, including
  coverage for all vehicles operated during the summer months
  for purposes connected with the public school program and
  authorized by the public school officials.
