Court-school contact person and the re-enrollment
plan for students who are committed to the Department of Youth and Family Services |
House Bill 936 (Delegate Tata, Virginia Beach), passed by the 1996 General Assembly, requires that a re-enrollment plan be developed for all students of school age who are committed to the Department of Youth and Family Services (renamed the Department of Juvenile Justice, effective July 1, 1996). Local court service units of the Department of Youth and Family Services (DYFS) have responsibility for development of the re-enrollment plan, with the cooperation of local school divisions, Department of Correctional Education staff and Department of Youth and Family Services juvenile correctional center counselors. A copy of the legislation is enclosed. The Department of Youth and Family Services is preparing their court services units to carry out the requirement of the legislation effective July 1, 1996. A contact person in each school division is needed. To assist the local probation and parole officers in their efforts, we are requesting that each school division provide the name, title and phone number to the Department of Education using the attached form. In the future, the contact person will be included in the Virginia Education Directory, available electronically via Va PEN and on diskette. Specifics on the collection of this information will be forthcoming shortly. In addition, a list will be generated and provided to the Department of Youth and Family Services for distribution to all court services units. As re-enrollment plans are developed for students who are committed to DYFS, the court-school contact will be contacted on a case-by-case basis by probation and parole officers for current information about the student's educational program. This person will also be contacted when the student is to be released from commitment and plans are being finalized for the student's re-enrollment. The decision regarding enrollment or placement of the student rests with the school division. SUPTS. MEMO NO. 37 June 14, 1996 Page 2 The Board of Education and the Board of Correctional Education will soon promulgate regulations for the re-enrollment of these students and to provide for consistency in curricula, standards and policies between local school divisions and Correctional Education schools. Local school divisions will have an opportunity to provide comment on these regulations. Please complete the attached form and fax to Lissa Power-deFur by June 26, 1996.
