Attached are the 1996-97 Title I Maximum Basic Authorization and the 1996-97 Supplementary Concentration Grants for counties, cities, and towns in the amount of $96,532,646.00. These entitlements are allocated to the Commonwealth of Virginia under the provisions of Public Law 103-382. The U. S. Department of Education will allocate the total grant amounts in two phases: Phase 1 - July 1, 1996 (80%) and Phase 2 - October 1, 1996 (20%). Only certain school divisions will receive concentration funds appropriated under Title I of the Improving America's Schools Act of 1994, as amended by Public Law 103-382. This supplementary appropriation should be added to the Maximum Basic Authorization for the total amount available in the 1996-97 school year. The Maximum Basic Authorization for 1996-97 is subject to adjustments for implementing the Bypass provision in accordance with Section 1120 of Public Law 103-382 for services to children enrolled in private schools. The Maximum Basic Authorizations for each of these school divisions have been adjusted downward. Further adjustments may be required to meet the requirements of Section 1120. Separate accounting procedures for the Maximum Basic Authorization and Supplementary Concentration Grants are not required. These funds may be carried over to the 1997-98 school year. Project applications for 1996-97 should be submitted to the appropriate Specialist, Office of Compensatory Programs, Title I, Division of Instruction. If you have questions, please contact George H. Irby, Director, Office of Compensatory Programs, Division of Instruction, at (804) 225-2869. RTL:tsc Attachments: This memo and its attachment will be sent to the superintendent's office.
