Supts. Memo. No. 5 (Regulatory), dated May 29, 1996 advised you of changes to the 1995-96 Final Entitlements. This change was necessary as the Governor did not sign House Bill 29 due to some concerns surrounding the manner in which the bill was enrolled and presented to him by the General Assembly. The Governor authorized a special payment in July, 1996 equal to the amount of Basic Aid and Enrollment Loss increase that would have been received under House Bill 29 as a result of the reduced sales tax. This memo is to notify you that the payment indicated in Supts. Memo No. 5 will be sent to school divisions on the July 31 EDI. The payment will be identified on the notification letter under project code 70041, 1995-96 Basic Aid Payment. This amount is to be accrued to the 1995-96 year on the Annual School Report when submitted.
