Availability of Funds and Requests for Proposals for Funding
Sign Language and/or Cued Speech Educational Interpreter Training Projects for 1997-98 |
This is to announce the availability of funds and elicit requests for proposals for educational interpreter training projects for 1997-1998. Proposals should focus on sign language and/or cued speech. Funds will be available for a period commencing May 1,1997, and ending September 30, 1998. Due to the 16 month cycle, applicants must submit two budgets with their proposal as follows: (1) one for the period of May 1, 1997 - September 30, 1997; and, (2) another for the period of October 1, 1997 - September 30, 1998. PURPOSE The purpose of these projects is to assist school divisions in meeting special education regulations requiring that students who are deaf and hearing impaired have a qualified interpreter, if their IEP so states. The Department of Education announces the availability of funds to school divisions, state operated programs, community colleges, and institutions of higher education. Although funds may be used for the recruitment of potential interpreters, priority will be given to funds expended to assist currently employed interpreters in meeting the Quality Assurance Screening as outlined in Virginia's Special Education Regulations. (Note: Educational Interpreters hired before January 1, 1994 are covered under special education regulation 3.3C, 1-4 [page 30] effective January 1, 1994). SUPTS. MEMO. NO. 4 January 24, 1997 PROCEDURES Applicants are invited to submit grant proposals by March 3, 1997. Priority will be given to proposals that reflect cooperatives among agencies, centralized training programs, and/or regional special education programs. Attached to this memo is a listing of grant recipients for the 1995-96 period which may assist you in the formation of cooperative projects. Notification of grant awards is anticipated by April 4, 1997. Applications that are incomplete or missing appropriate signatures will be returned. RTL/pa Attachment: A hard copy of this memo and its attachment will be sent to the superintendent's office VIRGINIA DEPARTMENT OF EDUCATION APPLICATION FOR SIGN LANGUAGE/CUED SPEECH TRAINING MINIGRANT 1995-96 SPECIAL CRITERIA FOR APPLICATIONS: 1. The application must state clearly how the requested funds will be expended. 2. Project directors should indicate telephone numbers where they can be reached during the summer months. 3. Required signatures must be in place. 4. Project directors who are awarded grants must attend a project director's meeting on a date and at a location to be announced. The purpose of this meeting will be to discuss new reporting requirements under this grant which includes, in part, a review of the educational interpreters' diagnostics to make sure the training is addressing the area(s) of deficit. 5. Qualifications of the instructional personnel teaching interpreting or contracted as an interpreter under this grant are a Level III or higher or have other acceptable certification such as RID. CRITERIA UPON WHICH PROJECTS ARE JUDGED: 1. The potential of the project to improve skills of interpreters and to assist them in meeting the VQAS Performance Level 3 requirement. (Maximum of 50 points) 2. The extent to which the proposal demonstrates cooperation among local school divisions and agencies such as institutions of higher education and community colleges. (Maximum of 30 points) 3. The potential of the proposal to include interpreters from other school divisions to involve them in the training activities under their grant.
