Standard 1.C of the Standards of Quality states in part, "Local school boards shall also develop and implement programs of prevention, intervention, or remediation for students who are educationally at risk including, but not limited to, those whose scores are in the bottom national quartile on Virginia State Assessment Program Tests, or who do not pass the literacy test prescribed by the Board of Education. Division superintendents may require such students to take special programs of prevention, intervention, or remediation which may include attendance in public summer school sessions. Students required to attend such summer school sessions shall not be charged tuition. Based on the number of students attending and the Commonwealth's share of the per pupil costs, additional state funds shall be provided for summer remediation programs as set forth in the appropriation act." Funding provisions are included in the 1996-98 Appropriation Act for those localities opting to offer a remedial summer program. For 1997-98, payments will be based on $307 for each eligible pupil, to be paid in accordance with each locality's composite index, subject to availability of funds. Eligible pupils should be identified using VSAP for grades 1, 4, 8, and 11; literacy test for grades 6, 7, and 8; and criterion-referenced tests and teacher-made instruments for other grades. Localities may structure the summer remedial program in any manner they deem appropriate, including the curriculum and hours of instruction to be offered. However, no credit may be awarded to students who participate and no tuition may be charged for this program. SUPTS. MEMO. NO. 33 May 30, 1997 Page 2 Entitlements will be paid in two installments. The first payment in August will be based on one-half of the estimated enrollment submitted on Attachment A. The final payment, scheduled for October, will be based on actual enrollments submitted on Attachment B. The full amount received for both payments will appear with the final payment memo in October. Please return the completed Attachment A to Mrs. Leigh H. Williams, Budget Analyst, no later than June 20, 1997. Attachment B should be returned no later than September 12, 1997. School divisions opting not to participate should return both forms indicating such status and zero enrollment as appropriate.
