The attached DOCUMENT, Policy Briefs, The Telecommunications Act of 1996: A Guide for Educators was developed by the Appalachia Educational Laboratory, Inc. Soleil Gregg, Office of State Policy Makers, has granted permission for duplication and distribution to schools. The guide provides information that will help school divisions understand and implement provisions of the FCC ruling on school discounts. You can access the guide electronically on AEL's Resources for Policy Makers page at http://www.ael.org/policy/. The Virginia State Corporation Commission has filed a document indicating its intent to adopt the Federal discount program. The Committee on Telecommunications Discount Rates has asked Governor Allen to designate the Department of Education as the agency to review technology plans. This request was made to reduce the paperwork burden on school divisions. School divisions already have submitted revised technology plans to the Department of Education.
