SUBJECT: | New Services Added to Special Education Medicaid Billing Program |
The Department of Medical Assistance Services (DMAS) will be adding two (2) services to the special education Medicaid billing program. Billing for certain Individualized Education Program (IEP) meetings and for skilled nursing services will be allowed. No changes in school division IEP procedures are necessary to bill Medicaid for IEP meetings. There are, however, certain conditions under which billing for the IEP meetings are allowed. More detailed information will be sent under separate cover to school divisions enrolled in the Medicaid billing program. Federal policy (Report 100-661 of the Medicare Catastrophic Coverage Act - P.L. 100-360) requires that special education services which are billed to Medicaid be included in the IEP. If a school division wants to bill Medicaid for skilled nursing services, additions to the IEP for some school divisions may be necessary. School divisions will need to include the skilled nursing services in the service delivery section of the student's IEP in order to meet Medicaid requirements. The type of service, the provider, and the frequency must be included in the IEP. Only those school divisions who want to bill Medicaid for skilled nursing services need to make changes. Skilled nursing includes services such as: nursing assessment, catherization, tracheostomy care, tube feedings, medication administration, glucose monitoring, etc. School divisions which are enrolled in the Medicaid billing program will receive detailed information concerning these two (2) new billable services.
