SUPTS. MEMO. NO. 162
October 17, 1997
||Richard T. La Pointe
Superintendent of Public Instruction
||Approval by the Board of Education of Guidelines for Participation
in the SOL Assessments for Students with Disabilities and Limited
English Proficient Students
Enclosed is a copy of the above mentioned guidelines. These are the guidelines that were approved by the Board of Education at its meeting on October 10, 1997. These guidelines should be reviewed thoroughly. The accommodations presented are very similar to those used in the field tests of the SOL assessments. Now that students will begin participating in the "live" administration of the SOL assessments, it is necessary to divide the accommodations into standard and non-standard categories. Please pay particular attention to these delineations. It should be noted that as with the Literacy Passport Program, these guidelines provide that the record of a student taking an SOL assessment with a non-standard accommodation have this score accompanied by a notation explaining that the score resulted from a non-standard administration. The guidelines further note that a student passing an SOL assessment with a non-standard accommodation has passed for all purposes. Implementation of these accommodations may necessitate the revision of student IEPs or 504 plans. In the case of LEP students, the decisions regarding exemption and accommodations must be addressed. The staff of the Division of Assessment and Reporting will be developing more explanatory materials regarding these guidelines and incorporating them into the manuals and other materials that will accompany the administration of the SOL assessments. Questions regarding these guidelines may be directed to the staff of the Division of Assessment and Reporting at (804) 225-2102. RLT/jc Enclosures: A hard copy of this memo and its enclosures will be sent to the superintendent's office.
