SUBJECT: | Licensure Regulations for School Personnel and Technology Standards for Instructional Personnel |
During the January 8, 1998, meeting of the Board of Education, approval was granted to the Licensure Regulations for School Personnel developed by the Advisory Board on Teacher Education and Licensure (ABTEL) in all proposed areas except special education: mild-moderate disabilities and special education: moderate-severe disabilities. The attached current regulations in the endorsement areas of special education: emotionally disturbed NK-12, special education: learning disabilities NK-12, special education: mental retardation NK-12, and special education: severe disabilities NK-12 will remain in effect until the Board of Education approves licensure revisions in these areas. With Board of Education approval of the proposed regulations on January 8, 1998, the proposal will complete the Administrative Process Act (APA) around March 4, 1998. However, the implementation date for the newly adopted regulations will be July 1, 1998, for local school divisions and the fall of 2000 for colleges and universities with approved teacher preparation programs. The Board also granted approval to the Technology Standards for Instructional Personnel during the January 8 meeting. The technology standards will complete the Administrative Process Act around March 4, 1998. After that time, a regulatory memorandum will be distributed with additional information regarding the implementation of these new regulations.
