SUPTS. MEMO. NO. 152
October 16, 1998 |
TO: | Division Superintendents |
FROM: | Paul D. Stapleton
Superintendent of Public Instruction |
SUBJECT: | Briefing for New Federal Adult Education Legislation |
The Adult Education staff will conduct briefing sessions on the Adult Education and Family Literacy section of the Workforce Investment Act of 1998 (P.L. 105-220), passed by Congress on August 7, 1998. The staff will also seek input regarding the new state plan and local plan procedures. The briefing sessions will be held at the Rappahannock Regional Library in Fredericksburg on November 2-3, Roanoke City Schools Central Office on November 4-5, Hampton Adult Learning Center on November 9-10, and Confederate Hills Recreation Center in Henrico County on November 19-20, 1998. The new legislation contains two significant components. First, decision making regarding program priorities are shifted from the federal to the state and local levels. Second, there are performance indicators included in the legislation. Failure to meet standards resulting from the legislation could have a negative effect on funding. Registration information will be sent to local adult education program managers. For further information, please contact Lennox L. McLendon, Associate Director for Adult Education Services, at (804) 225-2293. PDS/lm
