SUBJECT: | Certifications for Certain State Funds in Fiscal Year 2000 |
Regulatory Supts. Memo No. 1, dated March 3, 1999, provided information on state accounts that require certifications in order to receive the funding. The purpose of this memorandum is to provide you with the required certification forms for some of those accounts. Other accounts, which require a more detailed submission/application, will be communicated through other individual superintendents' memoranda. This memorandum includes: 1. School Construction Funds - Funds may be used for additions, renovations, infrastructure, site acquisition, construction, and debt service for projects completed within the previous 10 years. These are projects that were completed since FY 1990 (inclusive). Attachment A requests information on actual expenditures for fiscal year 1998-99 and estimated expenditures for fiscal year 1999-00. 2. Lottery Funds - Attachment B is the certification required for receipt of the Lottery Funds for fiscal year 1999-00. After this certification has been signed and returned to the Department of Education, payments will be transmitted on a bi-monthly basis. 3. At Risk - Attachment C should be signed to certify that state and local shares of the at-risk payment are being used to support approved programs for students who are educationally at-risk in fiscal year 1999-00. 4. Salary Supplement - Signing Attachment D certifies that the average classroom teacher salary has been improved by at least 6.00% for fiscal year 1999-00. Upon receipt of the certification, payments will be sent bi-monthly beginning in January, 2000. The certification form for additional teachers will be sent to school divisions along with the K-3 Primary Class Size Reduction form at the end of September. These forms require you to use fall membership data. The enclosed certifications must be signed and returned to Ms. June Eanes, budget director, by August 20, 1999.
