SUBJECT: | Availability of Funds for Adult Basic Education and Literacy for 1999-2004 |
Under the provisions of Title II of the Workforce Investment Act of 1998, Public Law 105-220, funds are available to provide Adult Basic Education and Literacy services. Eligible applicants include public and private nonprofit organizations. Eligible organizations submitting initial applications must develop a multi-year program plan. A minimum of 10% non-federal cash match is required for 1999-2000. As you are aware, the Standards of Quality, Item D. 9, states that local school boards shall implement "adult education programs for individuals functioning below the high school completion level. Such programs may be conducted by the school board as the primary agency or through a collaborative arrangement between the school board and other agencies." Thus, it is important for the public school system, or its designee, to facilitate the planning process with other agency representatives in the community. Because the adult education planning process involves community-wide participation, you may be contacted by agencies and organizations that wish to collaborate in developing the plan and providing services. Application and Comprehensive Plan Development materials are available from the Virginia Department of Education, Adult Education Services, P.O. Box 2120, Richmond, Virginia 23218-2120, (804) 225-2075. Applications and Comprehensive Plans are due in the Adult Education Services office on or before 4:00 p. m. Friday, April 16, 1999.
