Final entitlements for State Basic School Aid and related accounts for school year 1999-2000 will be determined on the basis of average daily membership (ADM) through March 31, 2000. Data submitted by you on the enclosed attachment will be used to compute this ADM. Please review Sections 22.1-1 through 22.1-5, 22.1-101.1, 22.1-218, and 22.1-254.1, Code of Virginia, as amended, and all the instructions on pages 3, 4, 5, and 6 of the attachment prior to completion of page 2 of the attachment. Please note that appropriate supporting documentation must be maintained for each line of this report in the event a subsequent ADM audit or review is needed. Page 6 of the attachment is designed to adjust kindergarten ADM for those localities operating less than full-day kindergarten classes (5 1/2 hours), and maintaining pupil-teacher ratios of more than 30:1. In order for the May EFT transfer to reflect final ADM-based entitlements, it is important that the attachment (pages 1, 2, and 7) be completed by all school divisions and returned to Ms. Doris B.
