SUBJECT: Survey of Private Nonprofit Schools

The Elementary and Secondary Education Act of 1965, as amended by the Improving America’s Schools Act of 1994, provides in Section 6402 of Title VI and in Section 14503 of Title XIV that children enrolled in private nonprofit elementary and secondary schools are eligible to participate in programs authorized under the act. Each school division is obligated to inform private school officials within the division’s attendance area that students in private nonprofit schools are eligible to participate in the Title II-Eisenhower Program, the Title IV-Safe and Drug-Free Schools programs, and Title VI-Innovative Education Program Strategies. Each school division is responsible for ascertaining the number of students enrolled in private schools that will participate in these programs. These enrollments will be used for the purpose of distributing Title II, Title IV, and Title VI entitlements.

New this year is the electronic submission of the Private School Participation Summary form to the Department of Education. This year the department is requesting that school divisions submit the enrollment data using an Excel template located on the department’s Web site.

Attachments are enclosed to provide detailed instructions and forms for collecting and submitting the 1999-2000 school year enrollment data to be used to compute the entitlements for the 2001-2002 school year.

                   school. It is suggested the form be sent by
                   registered mail and that records of mail
                   certification and delivery be maintained by
                   school divisions.  Please download this

Attachment B –     Private School Participation Summary Template.
                   Please submit these data electronically from
                   the Excel template located on the department’s
                   website. Please download the template from

To download the Excel template, you may enter the complete Web address as printed above or log onto the department’s website at http://www.pen.k12.va.us. From this home page, select the drop-down box titled "DOE Offices," click on "Finance," click on "Budget," click on "Current Data Collections," and click on "Private School Participation Survey." You must use Microsoft Excel version 97 or later to use all of the features contained in the spreadsheets. If you do not have Excel 97 or later, please contact the budget office staff at (804) 225-2025 for assistance. Please follow the steps below to access the file from the website:

    1. After you click on the file name on the website, you will be prompted to open the file or save it to a drive. You may choose either option.
    2. A box will appear warning you that the file contains macros. The box will prompt you to disable the macros or to enable the macros. In order for the template to operate correctly, you must click on the "ENABLE MACROS" button.
The template consists of two spreadsheets, one containing the instructions and one containing the template to be used in responding to the private school enrollment data collection. Please report the total number of private schools and the total number of students participating in each of the three programs.

Please complete the Excel template and e-mail it to the department at (mailto:k12budget@mail.vak12ed.edu) no later than November 17, 2000. Entitlement allocations cannot be accurately determined for any school division until all divisions have returned the required participation data.
