SUBJECT: Even Start Family Literacy – Competitive Grant Applications

It is my pleasure to announce the competition for Even Start Family Literacy funds. I hope that you and the leaders of family literacy in your school divisions and communities will apply for this grant.

Under the requirements of the Even Start Family Literacy Program, P.L. 103-382, Title I, Part B, as amended, and the 1998-2002 Virginia Consolidated State Application, funding is available through the competitive grant application process for the implementation of Even Start programs.

If Virginia’s students are to meet the rigorous expectations of the Standards of Learning, they must have access to quality early childhood programs and strong parental support and involvement. The purposes of funding Even Start projects are: (1) to improve the educational opportunities of children and adults by integrating early childhood education and adult education into a unified, family-centered program; (2) to help parents become full partners in their children's education; and, (3) to assist children in reaching their full potential as learners.

A local education agency must apply in partnership with a community-based organization. The deadline for submission of applications is Thursday, January 11, 2001.

We anticipate funding four to eight projects for the 2001-2002 school year. Maximum grant awards for new projects will be $225,000 for the first year of the project. Continuing projects will be funded on a formula basis.
