SUBJECT: Teacher Count Data Collection

The Department of Education has consolidated data collections for instructional staff information to meet federal and state reporting requirements for the offices of Teacher Licensure, Accreditation, Budget, and Information Technology. To facilitate the collection of teacher counts for the various breakdowns, the requirements have been combined into the Teacher Count Data Collection.

Title II of the Higher Education ACT (HEA) was enacted in October 1998 and authorizes federal grant programs that support the efforts of states, institutions of higher education, and school divisions to improve the recruitment, preparation, and support of new teachers. Title II also includes accountability measures that require states and institutions to report teacher preparation and licensing data annually to the U.S. Department of Education. In order for Virginia to meet this requirement, it is necessary that school divisions provide information annually on licensure of public school teachers who are employed in their division.

The Regulations Establishing Standards for Accrediting Public Schools in Virginia, adopted by the Board of Education in 2000, prescribe an annual accrediting cycle for schools and require that schools certify compliance with certain provisions of the standards as a prerequisite to accreditation. As a prerequisite to awarding an accreditation rating as defined in 8 VAC 20-131-300, Application of the Standards, each new or existing school shall document its compliance with the staffing requirements of 8 VAC 20-131-240.

The Teacher Count Data Collection requests:

All FTE teaching positions and teacher counts should include all teachers, including special education, resource, and itinerant teachers but should not include principals, assistant principals, counselors, librarians/media specialists, school social workers, visiting teachers, school psychologists, or vocational evaluators.

In the future the teacher count information will be collected in the fall in conjunction with the Fall Membership Report.
