SUBJECT: Request for Financial Information on Textbooks

The purpose of this memorandum is to request information on textbook revenues and expenditures for fiscal year 2000 (July 1, 1999 through June 30, 2000) and fiscal year 2001 (July 1, 2000 through June 30, 2001). The information submitted for fiscal year 2000 should be based on actual data, while the information submitted for fiscal year 2001 should be based on projected or budgeted data. Part of the fiscal year 2000 information requested will be used to determine textbook funding for the Standards of Quality in the 2002-2004 biennium.

Attachment A to this memorandum contains the form that will be used to collect the requested data. Attachment A should be printed from the Department of Educationís website in order to complete the survey and returned to the Department of Education in hard-copy format. Please note that several data elements for fiscal year 2000 do not need to be reported. These data will be taken directly from the applicable line-items in the 1999-2000 Annual School Report that was previously submitted by your division.

The information requested in Attachment A no longer includes items addressing student fees. Provisions in the Code of Virginia and the Board of Educationís regulations govern the types of student fees that may be charged. The

department has previously issued superintendents memoranda providing guidance on the appropriateness of charging student fees. These superintendents memoranda are included in Attachments B and C for your information.
