SUBJECT: Title II, Dwight D. Eisenhower Funds 2001-2002 Application and Entitlements

The Department of Education is pleased to provide you with information pertaining to the Title II, Dwight D. Eisenhower Professional Development Grant for the fiscal year 2001-2002. The Eisenhower funds are distributed on a formula basis to school divisions for the primary purpose of providing professional development activities for teachers and other professional staff in support of the implementation of the Standards of Learning in the four core subjects.

Attachment A shows the 2001-2002 LEA Eisenhower Entitlements. Attachment B shows percentages of each required Eisenhower funding category. All funding is contingent upon availability of federal funds and the federal allocation to Virginia.

The allocation of funds will be 80 percent at the school level and 20 percent at the division level. There will be a 25 percent increase in funding for school divisions for the fiscal year 2001-2002. School divisions are required to spend the 25 percent increase for quality activities to reduce the percentage of teachers of English, mathematics, science, and history and social science who:

(1) do not have state certification or are certified through emergency or provisional means;   (2) are teaching out of their area of certification; or   (3) lack sufficient content knowledge in the four core subject areas to effectively teach in the area(s) they are assigned. To receive funding under the fiscal year 2001-2002 Title II Eisenhower Grant, school divisions must complete a Needs Assessment and a three-year plan for Professional Development for 2001-2004. The assessment and plan must include documentation that addresses the requirement for the additional 25 percent increase in funds. The Needs Assessment must be completed and submitted to the Department of Education by September 28, 2001. A team of Title II project directors will be convened to assist the Department of Education in reviewing the applications. Each division will be notified of approval or requests for revisions by November 30, 2001.

An electronic copy of the Title II, Dwight D. Eisenhower Professional Development Handbook titled Procedures, Guidelines and FY 2001-2002 Application will be available after July 1, 2001. The completed applications are to be mailed before September 28, 2001 to Billie Reid, Eisenhower Title II Program Manager, Department of Education, P.O. Box 2120, Richmond, VA 23218-2120.

If you have questions or need additional information, please contact Ms. Reid ( at 804-786-5704 or Robert A. Almond (, Eisenhower project director, at 804-225-3349.
