Submission of 2005-2006 Federal Program Applications under Public Law 107-110, No Child Left Behind Act of 2001 |
This communication informs school division superintendents
that the 2005-2006 federal program applications under Public Law 107-110, No
Child Left Behind Act of 2001, are available on the Department of
Educations website at http://www.doe.virginia.gov/VDOE/Instruction/OCP/nclb-applications.html.
Applications can also be accessed through the departments No Child Left
Behind website at http://www.doe.virginia.gov/VDOE/nclb/.
The deadline for all federal applications is July 1, 2005. A school division that submits an approvable individual or a consolidated application by July 1, 2005, will have the appropriate 2005-2006 funds available on a reimbursement basis as of July 1, 2005. A school division that submits an approvable application after July 1, 2005, will have the appropriate 2005-2006 funds available on a reimbursement basis as of the date the application is received at the Virginia Department of Education.
The available applications are the Local Consolidated
Application and the following individual program applications:
Title
I, Part A, Improving
Basic Programs Operated by Local Educational Agencies;
Title
I, Part C, Education of Migratory Children;
Title
I, Part D, Prevention
and Intervention Programs for Children and Youth Who Are Neglected, Delinquent, or At-Risk;
Title
II, Part A, Preparing,
Training, and Recruiting High Quality Teachers and Principals;
Title
II, Part D, Enhancing Education Through Technology;
Title
III, Part A, Language Instruction for Limited English Proficient and Immigrant
Students;
Title
IV, Part A, Safe and Drug-Free Schools and Communities Act;
Title
V, Part A, Innovative Programs; and
Title
VI, Part B, Subpart 2, Rural and Low-Income School Program.
Divisions may choose to change from submitting individual
program applications to a local consolidated application, or from submitting a
local consolidated application to individual program applications. Divisions
may also submit a combination of a local consolidated application and one or
more individual program applications.
Until the U.S. Department of Education and, subsequently,
the Virginia Department of Education release the July 1, 2005, federal
allocation amounts, the 2004-2005 federal allocations should be used to
complete the budget sections of the applications. Budget amendments may be submitted to adjust projected program
expenses at any time during the process.
Each application is accompanied by a set of guidelines and instructions and the name of a program contact person at the Virginia Department of Education. Please contact the appropriate program representative as needed during the application completion and revision process.
