Instructional Personnel Report for 2005-06


The Virginia Department of Education consolidated the collection of instructional personnel information for numerous federal requirements, including the No Child Left Behind Act of 2001 (Public Law 107-110), Title II of the Higher Education Act (HEA), and the Individuals with Disabilities Act (Public Law 105-17). In addition, state law requires the department to collect instructional personnel data for the Standards of Quality (22.1-253.13:1) and the Virginia State Improvement Plan for Special Education. The Instructional Personnel Report should reflect a snapshot of your school divisions personnel as of October 1, 2005.

This year, the calculation of highly qualified teachers will include special education. On April 20, 2005, the Virginia Board of Education granted final approval to the implementation of the requirements for highly qualified special education teachers and revisions to the High Objective Uniform State Standard of Evaluation (HOUSSE) to include special education teachers. School divisions will have two options to report instructional personnel information. The first option is to update data rolled over from last year for each instructional staff member, to add information regarding new employees, and to end employment for instructional personnel who left your division. The Instructional Personnel Reporting System is available through the Single Sign-on for Web Systems (SSWS). Each school division has designated a contact person who has the password to access the system.

The second option is to submit a complete file of your instructional personnel via the Web. To assist you in the preparation of the file, you may access the revised format for this submission at the following website:

As required by the No Child Left Behind legislation, school divisions must report whether instructional personnel have completed high quality professional development annually. If your division elects to use the first option to report this data, the response to this question defaults to a yes reply; the data will need to be changed only for individuals who have not met this requirement.

Information on aggregate counts for central office staff and paraprofessionals will be required as part of this collection. Access to these survey instruments will be available by Single Sign-on for Web Systems (SSWS).

To ensure that all instructional personnel are properly licensed this school year, all licensure requests must be submitted to the Division of Teacher Education and Licensure as soon as possible but no later than December 1. This will ensure that complete requests will be processed prior to the issuance of the reports.

The Instructional Personnel Report is due no later than January 31, 2006. The verification report includes a printout of each schools percentage of highly qualified teachers. Each school division must verify the data and return the verification form to the Division of Teacher Education and Licensure no later than January 31, 2006.
