Career
and Technical Education Reimbursement for Industry Certification
Examinations, Licensure Tests, and Occupational Competency Assessments,
Entitlements, and Forms for School Years 2006-2007 and 2007-2008 |
The 2007 General Assembly increased funding for
student credentialing for Career and Technical Education (CTE) from $848,123 to
$1,065,133 for fiscal year 2008.
Division allocations for reimbursement are based on a funding formula
(Attachment A). The initial allocation
is $5.18 per student enrolled in career and technical education classes
eligible for industry certification examinations, licensure tests, and
occupational competency assessments (NOCTI).
This figure varies from year to year.
School divisions must decide to accept or decline
their allocated funds and reply no later than October 31, 2007. Any funds declined will be reallocated to
divisions on a prorated basis for approved division credentialing
reimbursements above the initial allocation.
The acceptance/declining funds verification form for the
superintendents signature is attached (Attachment B). The
signed form must be submitted prior to approval of reimbursements.
The student
credentialing reimbursement is restricted to those industry certification
examinations, licensure tests, or occupational competency assessments that have
been approved by the Board of Education for the student-selected verified
credit option.

Board-approved assessments may be found at: http://www.doe.virginia.gov/VDOE/Instruction/CTE/memos/seals/certifications.doc. Perkins funds reimbursement will not be made
for any industry certification examinations, licensure tests, or occupational
competency assessments unless the school division has used its entire
allocation of state funds. Reimbursement
may be requested if students have personally paid for industry certification
examinations, licensure tests, or occupational competency assessments, and the educational
entity has reimbursed the student for such costs.
Reimbursement testing data
should be submitted to the department no later than December 14, 2007, for
student credentialing tests that were taken between June 1 and June 30, 2007,
and have not been claimed for reimbursement and paid through the 2006-2007
industry certification allocations.
These expenditures must cover examinations and assessments that were
taken by students no later than June 30, 2007.
Student
credentialing reimbursement data for the school year 2007-2008 must be
submitted (Attachment C) no later than June 13, 2008. These expenditures must cover examinations
and assessments that were taken by students during school year 2007-2008, but not
later than May 31, 2008. Documentation
of any reimbursement claims must be retained in the school division and must be
available for audit in accordance with state law governing the retention of
financial records.
