SUBJECT: Second Half, Individuals with Disabilities Education Act (IDEA) Part B Sub-grant Awards Under the American Recovery and Reinvestment Act of 2009 (ARRA)

This memorandum serves as the official sub-grant award notification of Virginia's second half of its Individuals with Disabilities Education Act (IDEA) Part B - Section 611 and Part B - Section 619 grants under the ARRA. These funds are available to school divisions and certain state operated programs retroactive to February 17, 2009. The terms and conditions applicable to the first half funds (conveyed via Supts. Memo No. #122-09, May 1, 2009) are also applicable to use of these second half funds.

Attachment A provides a listing of the amount each local education agency (LEA) will receive for IDEA Part B - Section 611 under the ARRA. Attachment B contains this information for IDEA Part B - Section 619. Before you may request reimbursement your LEA's allocated amount must be distributed to the appropriate expenditure object codes via the On-line Management of Education Grant Awards System (OMEGA). Your budget transfer originator will need to select "Change my object code budget" from the OMEGA "I want to. . ." list to prepare and submit the necessary budget transfer. Once the budget request is submitted and completely approved, reimbursement requests can be submitted through OMEGA. LEA permissions and approval queues in OMEGA for ARRA funds will be the same as those currently established for the regular IDEA Section 611 and Section 619 awards.

Attachment C provides a recently-produced guidance document from the U.S. Department of Education's Office of Special Education Programs (OSEP) that includes resources LEAs will find useful regarding the use of these funds.
