SUBJECT: Payment Process for Lottery-funded Accounts in Fiscal Year 2011

The purpose of this memorandum is to provide information on the change to the payment process for all Lottery-funded accounts in the Direct Aid to Public Education budget.  Beginning with fiscal year 2011, all payments for Lottery-funded accounts will be made on a semi-monthly recurring basis (i.e., 16th and last day of each month).  Because the first deposit to the Lottery Proceeds Fund is not made until late December each year, payments for the Lottery accounts that are funded on the basis of fall membership or average daily membership will begin on January 16, 2011, and will be paid on a semi-monthly recurring basis thereafter through June 30, 2011.  Lottery accounts that are funded on a reimbursement basis will also be paid on a semi-monthly recurring basis, based on the number of payment dates remaining through June 30, with the semi-monthly payments beginning once all certified data are received and approved.

Pursuant to Chapter 874 (2010-2012 appropriation act), the following accounts will be paid from Lottery proceeds in fiscal year 2011:
