August 26, 2011

TO:  Division Superintendents

FROM:  Patricia I. Wright, Superintendent of Public Instruction

SUBJECT:  Federal Program Monitoring, Coordinated Review Effort (CRE), of the School Nutrition Programs 2011-2012

The Code of Federal Regulations 7, Section 210.18, requires the Virginia Department of Education to conduct an administrative review of the federally funded breakfast, lunch, afterschool snack, and special milk programs in each school division once every five years.  This review, known as Coordinated Review Effort (CRE), is a comprehensive on-site evaluation designed to assess compliance with regulations, standards, and state and federal laws. For your information, the schedule showing when each division will be reviewed during the next five years is attached (Attachment A).

A more detailed schedule with dates for each review week for the 2011-2012 school year is also attached (Attachment B).  School divisions scheduled for a review during the 2011-2012 school year are asked to compare the scheduled dates to the division’s calendar.  Please advise Lynne A. Fellin, associate director of school nutrition programs, before September 21, 2011, of any conflicts due to holidays, scheduled breaks, or any dates during the scheduled review week when meals would not be offered to students.

Personnel from the office of school nutrition programs will conduct an orientation session for divisions scheduled for a CRE review during the 2011-2012 school year.  It is recommended that each division scheduled for a review have at least one representative participate in the orientation; the representative should have divisionwide responsibility for the school nutrition programs.  Two identical orientation sessions will be conducted Wednesday, September 21, 2011, in Richmond at the Department of Education and Thursday, September 22, 2011, in the Roanoke area.   Additional information and registration details for the orientation sessions will be sent directly to the school divisions scheduled to be reviewed.

If you have questions regarding the CRE monitoring process or conflicts with the scheduled review dates, please contact Lynne A. Fellin, associate director of school nutrition programs, at (804) 225-2717 or by e-mail at
