SUBJECT:  Posting of All School Division Policies and Regulations

House Bill 2019 was approved by the 2013 General Assembly, signed by the Governor and became effective on July 1, 2013.  The legislation amended Code of  Virginia § 22.1-253.13:7 – Standard Seven of the Standards of Quality – to require that a current copy of all school division policies and regulations approved by the local school board, including, but not limited to, the Student Conduct Policy, be posted on the division's Web site and made available to employees and to the public.  School boards are also required to ensure that printed copies of all policies and regulations are available as needed to citizens who do not have online access.

Prior to the effective date of this legislation, the posting requirements contained in the Code of Virginia § 22.1-253.13:7 pertained only to the school division policies required by that Code section.  HB 2019 amended Code § 22.1-253.13:7 to expand the posting requirements to include all school division policies as well as regulations approved by the local school board.  Similarly, school boards must now ensure that printed copies of all such policies and regulations are available to citizens without online access.
