SUBJECT:  Revised #2 IDEA, P.L. 113-76, 2014-2015 Part B, Section 611, Subgrant Awards for Special Education

Reference is made to Superintendent’s Memorandum No. 196-14 (July  25, 2014) that provided notice of the 2014-2015 Individuals with Disabilities Education Act (IDEA) Part B (Sections 611 and 619) federal allocations for school divisions and state-operated programs (SOPs) that have submitted an approvable 2014-2015 annual plan.  Subsequent Superintendent’s Memorandum No. 283-14 (October 27, 2014) was sent to school divisions and state-operated programs after the Virginia Department of Education (VDOE) received notice that, as part of a short-term continuing resolution (CR) passed by Congress, state allocations for 2014-2015 under Part B, Section 611 funds (special education flow-through) were reduced by 0.0554 percent.  Virginia’s share was reduced by 0.0829 percent.

On January 27, 2015, the Virginia Department of Education (VDOE) received a supplemental award notification restoring funding to the federal fiscal year (FFY) 2014 Part B grants to States award previously cut by the continuing resolution (CR).

The VDOE has applied the increase in funding proportionately (formula-driven calculation) to school divisions (LEAs) and state-operated programs (SOPs).  The revised subgrant award amounts are attached.  All other terms and conditions contained in Superintendent’s Memorandum No. 196-14 remain in effect.  Part B, Section 619 funds (special education preschool) were not affected by the above-referenced congressional action.

The attached increase will appear in the Department of Education's Online Management of Education Grant Awards (OMEGA) system through the reimbursement process to school divisions and SOPs.  Award recipients will need to submit budget amendments in OMEGA to allocate the restored funds.  Any questions should be directed to Tracie L.
