Content Literacy Continuum (CLC)
The Virginia Department of Education in partnership with the University of Kansas Center for Research on Learning established four demonstration secondary schools in the Content Literacy Continuum (CLC). The CLC is a five-level model incorporating the research validated Strategic Instruction Model (SIM). The CLC is a coordinated & aligned school-wide approach to improve literacy for all students in secondary schools.
The Virginia State Personnel Development Grant
The Virginia Content Literacy Continuum (CLC) Initiative is supported by a State Personnel Development Grant from the U.S. Office of Special Education Program (Grant Award H323A070029-08). The initiative entitled "Adolescent Literacy Partnerships: Meeting the Needs of All Students" focuses on promoting the replication of the initiative throughout the Commonwealth of Virginia. The grant promotes the growth of the initiative within existing CLC divisions and in each of the eight Superintendant Regions of the Commonwealth of Virginia. The grant will integrate the initiative with Response to Intervention (RTI), cultivate in-service and pre-service professional developers and align the initiative within the instructional system of schools and divisions.
Strategic Instruction Model (SIM)
The Strategic Instruction Model (SIM) is a research validated adolescent literacy model to promote effective teaching and learning of critical content in schools. Developed over the last 30 years at the University of Kansas Center for Research on Learning, SIM consists of learning strategies to increase students literacy skills and content enhancement routines to improve instruction and learning to promote student success on the Standards of Learning (SOL).
The SIM priority project, through the Training/Technical Assistance Centers (T/TAC), provides coordinated, statewide professional development targeted to general education and special education teachers in middle and high schools. The priority project promotes the development and maintenance of a Virginia cadre of certified professional developers in SIM providing high quality professional development.
