The Virginia Board of Education is honoring seven public school divisions and 104 schools for raising the academic achievement of economically disadvantaged students. The awards are based on student achievement on state assessments during 2009-2010 and the previous school year.
Seven school divisions earned the designation of "Distinguished Title I School Division" by exceeding all federal Elementary and Secondary Education Act (ESEA) achievement objectives in reading and mathematics for two consecutive years:
- Henry County
- Highland County
- Lexington
- Mecklenburg County
- Salem
- Scott County
- West Point
The board also recognized 104 schools as "Title I Distinguished Schools" for maintaining full state accreditation under the commonwealth’s Standards of Learning program for two consecutive years, meeting federal benchmarks in reading and mathematics and having average test scores in both subjects at the 60th percentile or higher.
"Academic success and increased achievement are the results of hard work by students and educators in the schools and divisions that are being honored," said Board of Education President Eleanor B. Saslaw.
"These schools share a commitment to instruction and accountability that is grounded in the belief that all children can succeed," Superintendent of Public Instruction Patricia I. Wright said.
Each school and division will receive a certificate celebrating its status and achievement. The recognized schools, grouped by division, are as follows:
- Accomack County: Accawmacke Elementary
- Albemarle County: Agnor-Hurt Elementary and Stony Point Elementary
- Alexandria: James K. Polk Elementary
- Amherst County: Temperance Elementary
- Arlington County: Campbell Elementary
- Botetourt County: Buchanan Elementary and Troutville Elementary
- Buckingham County: Buckingham Primary
- Carroll County: Fancy Gap Elementary
- Charlotte County: Eureka Elementary
- Charlottesville: Greenbrier Elementary
- Chesterfield County: Harrowgate Elementary

Title I of ESEA provides funding to school divisions and schools for programs to raise the achievement of students identified as being at risk of academic failure. The federal education law requires schools and school divisions to meet annual objectives for increasing student achievement on statewide assessments in reading/language arts and mathematics. During 2009-2010, 482, or 66 percent, of Virginia’s 733 Title I schools met all federal objectives.
