Virginia Board of Education Public Notice - February 26-27, 2025

The Virginia Board of Education will convene on Wednesday, February 26, and Thursday, February 27, 2025, for its monthly meetings in the Lipman Auditorium at the Massey Library Technology Center at Reynolds Community College (Parham Rd. Campus; 1651 E Parham Rd, Richmond, VA 23228). At the February 26 meeting, the Board will go into a closed meeting under § 2.2-3711 of the Code of Virginia. The closed meeting will not be livestreamed. Board of Education members will break for lunch, and the public may attend. No votes will be taken during lunch. The Board will convene in a work session at the conclusion of the closed meeting or lunch. The work session will be livestreamed on the VDOE YouTube channel. The February 27 meeting will be livestreamed on the VDOE YouTube channel.

The Board president reserves the right to change this schedule depending upon the time constraints during the meetings.

February 26, 2025

  • The Board will convene in a business session at 9:00 a.m. in the Lipman Auditorium. The purpose of convening this meeting is for the Board to go into executive session under Virginia Code § 2.2-3711. Public comment will not be accepted during this time.
  • Board of Education members will break for lunch. No votes will be taken, and it is open to the public.
  • The Board will convene in a work session in the Lecture Hall upon the conclusion of the business session. Public comment will not be accepted during the work session.

February 27, 2025

  • The Board of Education will hold its monthly business meeting in the Lipman Auditorium, beginning at 9:00 a.m. Public comment will be accepted.
  • The Board of Education will accept public comment in advance of the meeting through the Board of Education Comment Form. This form collects public comments for review by the members of the Board. The Board accepts comments from the public on all matters related to public education in Virginia. Comments may be submitted at any time but will be collected and shared with Board members as part of the meeting materials for its next scheduled business meeting.
  • Members of the public may signup to address the Board at one of its scheduled business meetings by using the Board of Education Public Comment Sign-Up Form. Requests to address the Board should be submitted no later than 5:00 p.m. the day before the scheduled business meeting but may be requested at the meeting at the discretion of the President.
  • For all meetings, persons are encouraged to print items of interest as hard copies will not be available at the meeting site. Wi-Fi is available in the meeting room.

Please note that the Massey Library Technology Center opens at 8:30 a.m.

      Jim Cowen is Executive Director at the Collaborative for Student Success, a non-profit advocacy organization defending policies, strategies and initiatives that accelerate learning and improve curriculum choices so that all kids are better prepared for college or career. Jim is a proud former Naval Officer and honed his communications and public relations experience as Senior Vice President at Ogilvy Public Relations Worldwide. He is a graduate of Marquette University and holds a master’s degree in public policy from Georgetown University. He lives in Alexandria, Virginia with his wife and two daughters.


      Lesley MuldoonLesley Muldoon
      Since 2019, Lesley Muldoon has served as Executive Director of the National Assessment Governing Board (Governing Board), an independent, nonpartisan board created by Congress to set policy for the Nation’s Report Card (also called the National Assessment for Educational Progress, or NAEP). As Executive Director, she leads implementation of the Governing Board’s strategic policy priorities, manages its staff of 12, and oversees an annual budget of $7.8 million. Muldoon joined the Governing Board with a charge to enhance NAEP’s value to the nation as a catalyst for action by policymakers and practitioners to improve student learning—and to innovate NAEP and maintain its relevance in a changing education landscape. During her tenure, the Governing Board achieved bipartisan consensus on the first major updates in more than a decade to the NAEP reading, mathematics, and science assessments; launched a new Strategic Vision to chart the future of NAEP in an era of rapid technological and societal change; and released four iterations of the Nation’s Report Card in 2022 and 2023, which served as the nation’s most authoritative and widely-covered study on the impacts of the pandemic on student academic progress. Muldoon graduated with a Bachelor of Arts in English and History from the University of Maryland and a Master of Public Policy from Georgetown University. She is a New Jersey native and the proud parent of three elementary school students in the DC Public Schools.

*Guidelines for Public Comment

The Board of Education will provide an opportunity for members of the public to address the Board at its meetings, as appropriate, during the public comment portion of the meeting. Written public comment will continue to be accepted through the Board of Education Comment Form.

At its regular meetings, members of the public may address the Board during the public comment portion of the meeting on any matter related to public education which includes the actions of the Board. During the public comment portion of any committee of the Board or any advisory committee of the Board, the Board requests that members of the public only address the committee on matters on the committee’s published agenda and any matters added to the agenda during the meeting by the committee.

Requests to address the Board or one of its committees during the public comment portion of the meeting shall include the subject to be discussed and the name of the speaker.

Requests to address the Board or one of its committees during the public comment portion of the meeting should be submitted to the Department of Education in advance of the meeting, but may be submitted the day of the meeting, at the discretion of the President or committee chairperson. In honoring such requests, the Board will limit such comments to three minutes for each speaker at the discretion of the President or committee chairperson.

The Board President or committee chairperson may, in his or her discretion, extend the public comment portion of the meeting, allocate the time available for public comment, adjust the order of speakers, or take other reasonable measures to ensure that the Board hears multiple views on any matter presented to the Board.
