Virginia Board of Education Public Notice - August 27-28, 2025
The Virginia Board of Education will convene on Wednesday, August 27, and Thursday, August 28, 2025, for its monthly meetings.
The Wednesday, August 27, 2025, meeting will convene at 8:45 a.m. in the Lecture Hall on the first floor of the Library of Virginia (800 E. Broad St, Richmond, VA 23219) and go into a closed meeting under § 2.2-3711 of the Code of Virginia. The closed meeting will not be livestreamed. Board of Education members will break for lunch. No votes will be taken during lunch. The Board will convene in a work session in the Lecture Hall at the conclusion of the closed meeting or lunch. The work session will be livestreamed on the VDOE YouTube channel.
The Thursday, August 28, 2025, meeting will convene at 9:00 a.m. in the Lecture Hall on the first floor of the Library of Virginia (800 E. Broad St, Richmond, VA 23219). Board of Education members will break for lunch.
All meetings, except closed meetings, are open to the public and will be livestreamed on the VDOE YouTube channel.
The Board president reserves the right to change this schedule depending upon the time constraints during the meetings.
August 27, 2025
- The Board will convene in a business session in the Lecture Hall, beginning at 8:45 a.m. The purpose of convening this meeting is for the Board to go into executive session under Virginia Code § 2.2-3711. Public comment will not be accepted during this time.
- Board of Education members will break for lunch. No votes will be taken.
- The Board will convene in a work session in the Lecture Hall after the business session or lunch. Public comment will not be accepted during the work session.
August 28, 2025
- The Board of Education will hold its monthly business meeting in the Lecture Hall, beginning at 9:00 a.m. Public comment will be accepted.
- The Board of Education will accept public comment in advance of the meeting through the Board of Education Comment Form. This form collects public comments for review by the members of the Board. The Board accepts comments from the public on all matters related to public education in Virginia. Comments may be submitted at any time but will be collected and shared with Board members as part of the meeting materials for its next scheduled business meeting.
- Members of the public may signup to address the Board at one of its scheduled business meetings by using the Board of Education Public Comment Sign-Up Form. Requests to address the Board should be submitted no later than 5:00 p.m. the day before the scheduled business meeting but may be requested at the meeting at the discretion of the President.
- For all meetings, persons are encouraged to print items of interest as hard copies will not be available at the meeting site. Wi-Fi is available in the meeting room.
Please note that the Library of Virginia opens at 8:30 a.m.

William Robinson is the Executive Director of the University of Virginia Partnership for Leaders in Education (UVA-PLE), serving in this role since 2013 and leading PLE efforts to increase in size and impact 5x since starting in 2010. UVA-PLE is a leading national organization increasing the capacity of K12 teams to create conditions where all schools can thrive and achieve enduring improvements in student learning, particularly for underserved youth. During his twelve years as Executive Director, the PLE has launched nationally leading services, frameworks, and research in school system transformation and served thirty-three states. Under Robinson’s leadership, UVA-PLE became recognized by the Wallace Foundation and RAND as the only remaining K12 leadership development organization in the country with peer-reviewed articles demonstrating impact on growing student learning results.
Robinson was recognized in District Administration’s inaugural 2024 list for the 100 most influential leaders in education and ignited PLE to recognition during 2024-25 in featured articles in the 74 Million, K12 Dive, Education Week, and the Hechinger Report. Robinson’s passion for education stems from growing up in the Arkansas Delta and observing how education systems fall short in advancing opportunity. Prior to joining the UVA-PLE, Robinson completed consulting work for various education organizations including the DC Public Education Fund, the Center for Better Schools and Stand for Children. He is a graduate of Harvard Business School and Princeton University, an alumnus of Education Pioneers, and past advisor to Communities in Schools and Achievement Network.

Dr. Angela Hairston, Superintendent Danville Public Schools
Dr. Angela Hairston is a native of Southside, Virginia and received her secondary education from the Pittsylvania School System. She received a Bachelor’s Degree in Mathematics and Business Management from Averett College and began her career in education in the Halifax County and Virginia Beach School systems, before returning to Danville to teach mathematics at George Washington High School. Dr. Hairston later served as the first principal of Westwood Middle School.
Dr. Hairston continued her education by earning a Master’s Degree in Secondary School Administration from Hampton University in Hampton, Virginia, and a Doctorate Degree in Educational Leadership from Virginia Tech University, in Blacksburg, Virginia.
Dr. Hairston continued her career in the state of Georgia serving as director of human resources, a principal, and an assistant principal for the Gwinnett County Public Schools (Georgia’s largest school district), as a region superintendent and principal for the DeKalb County School District (Georgia’s third largest school district) and as a superintendent in the Augusta/Richmond County, Georgia and North Carolina.
In 2018, Dr. Hairston was selected to participate in the prestigious and nationally recognized Broad Superintendents Academy.
Dr. Hairston’s goal is to focus energy on creating classrooms that are engaging centers of learning for ALL children, where highly effective and caring teachers hold high expectations based on understanding each student’s strengths. She believes as we strive for academic excellence, we must ensure that we support our students’ social, emotional, and mental growth in order to facilitate the development of those skills and abilities necessary to navigate school and life. Student success in every classroom requires a student-centered approach to leadership in an inclusive school and classroom environment that inspires student learning and celebrates students’ accomplishments.
Dr. Hairston believes that a school cannot live apart from the community. Her investment in parent and community engagement spans decades. The belief that “All” children can learn at high levels given the right support is her message to parents and the community. Success is not optional for our children; success is a must!
In addition to dedicating much of her life as a professional educator, Dr. Hairston enjoys spending time with her husband, Lt. Colonel Ronald Hairston, their children, and grandson.
Dr. Hairston lives by a famous quote from Dr. Robert Anthony, “Forget about all the reasons why something may not work. You only need to find one good reason why it will.”

*Guidelines for Public Comment
The Board of Education will provide an opportunity for members of the public to address the Board at its meetings, as appropriate, during the public comment portion of the meeting. Written public comment will continue to be accepted through the Board of Education Comment Form.
At its regular meetings, members of the public may address the Board during the public comment portion of the meeting on any matter related to public education which includes the actions of the Board. During the public comment portion of any committee of the Board or any advisory committee of the Board, the Board requests that members of the public only address the committee on matters on the committee’s published agenda and any matters added to the agenda during the meeting by the committee.
Requests to address the Board or one of its committees during the public comment portion of the meeting shall include the subject to be discussed and the name of the speaker.
Requests to address the Board or one of its committees during the public comment portion of the meeting should be submitted to the Department of Education in advance of the meeting, but may be submitted the day of the meeting, at the discretion of the President or committee chairperson. In honoring such requests, the Board will limit such comments to three minutes for each speaker at the discretion of the President or committee chairperson.
The Board President or committee chairperson may, in his or her discretion, extend the public comment portion of the meeting, allocate the time available for public comment, adjust the order of speakers, or take other reasonable measures to ensure that the Board hears multiple views on any matter presented to the Board.
