Under the 2026 Appropriations Act, the Virginia Department of Education must evaluate long-term funding options for the statewide learning management system (Canvas) administered through Virtual Virginia. The legislation directs the department to explore several funding approaches, including fee schedules, shared-cost models, and fully state-funded options—while ensuring that any proposed model upholds statewide access, supports Virtual Virginia operations, increases dual enrollment pathways with VCCS, and preserves emergency readiness for all divisions.
To complete this work, VLAC members are invited to serve as the formal workgroup to guide the development of the report. VLAC’s expertise and statewide representation make it the appropriate and legislatively aligned forum for this process. To begin this work, a virtual VLAC Meeting will be held on Tuesday, August 25, 2026 from 9:00-12:00PM.
The meeting is open to the public for viewing and will be livestreamed on the VDOE YouTube channel.

Committee Members
Membership of the Virtual Learning Advisory Committee consists of one superintendent (or designee) from each of the eight superintendent's regions, the superintendent of public instruction (or designee), up to three appropriate members determined by VDOE and such other members as the VDOE deems appropriate. The contractor that manages Virtual Virginia shall serve as a nonvoting ex officio member.
